Office of the Director, Housing and Neighborhoods
The Office of the Director provides finance and compliance services to the entire Housing and Neighborhoods department. The Director of the department also serves as the Executive Director of the Jacksonville Housing Finance Authority.
This department manages housing-related initiatives to help ensure affordable housing for low and moderate income persons. This is done through public and private partnerships that provide funding for rental and utility assistance, emergency shelter for the homeless, debt counseling, homebuyer readiness counseling, home renovation/repair services for senior homeowners and acquisition/rehabilitation for vacant and deteriorated homes.
The Director’s Office provides staff support to the Housing Finance Authority, which issues mortgage revenue bonds for affordable residential housing.
The Housing and Neighborhood Department has an overall budget of $13,718,000. Much of that money comes from a variety of federal, state and industrial grants. Of the total budget, $709,240 comes from the city’s General Fund. It is used to fund the Director and five other salaries. The remaining 33 employees are paid through grant funds. Over the last year, the department lost 7 positions due to loss of state grant money.
